This should give many of us confidence that we are making a difference. They aren't hurting very much from losing my small bets but the total effort is working!

In my opinion, the lack of reporting about Cali Handle numbers so far this year by the Daily racing Form has been nothing short of an embarrassment.

Fortunately, The Blood-Horse isn't afraid of getting the story out there.

--Quote:
"With eight fewer days this year, gross handle of $467,289,835 was off $121,895,165, a decline of 20.7%. Using this year’s daily average of $6.67 million in handle, even with an additional eight days total handle would have been down more than $68.4 million for the 2010-11 meet."

--End Quote.

--Quote:
"A pari-mutuel takeout hike on exotic wagers took effect Jan. 1 and triggered a boycott by some players, according to HANA. The public’s share of the betting dollar was reduced so purses could be increased, racing industry officials said.

According to The Jockey Club Information Systems, purses for the 2010-11 meet totaled $31,851,596, up 4.86% from $30,311,172 for the 2009-10 meet. Average daily purses jumped 14.59%, from $388,605 to $455,023.

The additional funds didn’t help field size, nor did the new dirt track. TJCIS figures show average field size of 7.63 horses per race, down about 3% from 7.87."

"Platt, in strongly worded comments, said the entire process since last summer has been driven by "utter incompetence."

"Proponents of the takeout increase used flawed revenue projections saying there was little or no elasticity between takeout and handle," Platt said. "They argued handle would remain the same, enabling purses to increase dramatically, and that field size would go up as a result of the increased purses—in turn generating increased handle and revenue. Of course none of that happened.

"HANA gave the legislature a more realistic argument. We told them the CHRB, TOC, and track management were using flawed revenue projections. We told them that racing’s customers see takeout as already too high, and that racing’s customer base would not support further takeout increases. We told them a takeout increase would cause handle to plummet, which in turn would have disastrous long-term consequences for track bottom lines and purses.

"We told them exactly what would happen beforehand, and then watched it play out almost exactly as we called it."

I can't help but think the Boycott effort sent at least a few players who wouldn't have otherwise considered it to Will Rogers Downs.

An update...

Year over year Cal Racing handle numbers for the first six months of 2011 are in. All sources handle on races run at California's thoroughbred tracks was down just over $200 million vs. the same period last year.

For the past few months, we have been taking a (hopefully effective) somewhat subtle approach.

We have been meeting with them privately and suggesting ways they can fix the problems and (ultimately) get things turned around.

The reduced takeout pick5 that Hollywood Park implemented is one example of a player suggestion that was adopted. That new wager generated $11 mil in new handle for Hollywood.

They may not make as much on the new wager itself because of the lower takeout... However, because players handicapped those first 5 races, the new wager had the effect of generating spillover handle into other pools for their early races.

In addition to continuing the reduced takeout pick5, Del Mar is implementing another player suggestion:

On Sundays, provided there is no carryover from the previous day, they are seeding their pick6 with an additional $50k.

This is different from guaranteed pools that have been done in the past.

They are taking $50k in actual cash (takeout free money) and adding it to whatever is bet into the pick6 pool that day.

The pick6 payoff is determined in the following manner:

Total pool amount less the takeout plus $50k added money divided up among the winning ticket holders.

Seeding a pool like this is just a creative way to reduce the effective takeout.

We met with Del Mar's management team a week ago Monday the 11th. Del Mar CEO Joe Harper spoke about the takeout increase in an article that recently appeared in the San Diego Union Tribune:
--Quote:
"Count Del Mar Thoroughbred Club chief executive officer Joe Harper as a fan for lower takeouts for bets like two-horse exactas and multi-horse bets like superfectas. "I would like to lower it," he said. "And I have some partners in this game who want to do the same. We’ve had some discussions. I think it’s (the takeout is too) high.""

--End Quote.

Thurs morning Jul 21, 2011 - before the CHRB meeting - We had what I felt was a very promising meeting.

It's too early for me to announce specific details because there are key decision makers who need to sign off on what we talked about...

Here's what I told the press about Thursday's meeting:

In attendance:
Greg Avioli, Magna
George Haines, Santa Anita
Allen Gutterman, Santa Anita
Lou Raffetto, TOC
Robert Hartman, Golden Gate
Jeff Platt, HANA
Barry Meadow, HANA
Roger Way, HANA
Andy Asaro, Horseplayer

By the end of the meeting we came away with several tangibles (suggestions from horse-players) that if implemented have a good chance of leading to increases in both on track and off track business for them - as well as showing players that they are starting to listen.

We should know within a few days how well these suggestions are going to be received.

Hopefully there will be more to come...

HORSE RACING: Associations ask TOC to lower takeout:

--quote:
"DEL MAR ---- Santa Anita and Hollywood Park have asked the Thoroughbred Owners of California to lower the takeout on daily doubles, exactas and quinellas on an experimental basis at their upcoming fall meets, according to a letter obtained by the North County Times late Saturday night.

The Pacific Racing Association (Santa Anita) and Hollywood Park Fall Racing Association want daily doubles to be lowered from a 22.68 percent takeout to 15.43 ---- the same as a win, place or show bets, which are the nation's lowest ---- and they want exactas and quinellas lowered from 22.68 to 21.68.

The two racing associations are also asking for 50-50 split on the new 50-cent pick five wager. The TOC now receives a higher percentage of the profits from the bet than the tracks do.

The letter comes on the heels of Del Mar Thoroughbred Club CEO Joe Harper announcing on opening day that he was in talks to try to lower some of the wagers that were raised this year.

"Raising the takeout was not a smart idea," Harper said Saturday morning on Roger Stein's radio show. "Raising the takeout may not have seemed like a big deal, but it is a big deal.
