Fri 1/15/2010 - I'm going to be in the CHRB meeting at Santa Anita. I'll be presenting arguments against a takeout increase proposed by Los Alamitos. I expect to be behind closed doors for much of the day. If you call leave a voicemail. I'll return calls and emails after they "let me out."

Comments based on what I saw today...

There's a whole lot that I could type up. But I'll keep it short.

Quick... Starting right now take your best shot at convincing a room of 80 people who are dead set in favor of raising takeout what they really need to do is lower it... You have 3 minutes... Go!

That's where I found myself this morning.

I don't think what I had to say... or didn't say... or the 160 emails received by the CHRB... or even if there had been 3,000 emails... or if there had been 500 other players lined up to speak... I honestly believe none of that would have made the least bit of difference when it came to the final decision. The economic studies that I presented to the CHRB... Cummings on the National HBPA site... Thalheimer on the University of Louisville website... and how horseplayers see takeout based on our own HANA Survey were ignored... completely.

The attorney for Los Al told the board how the CA State Legislature passed the bill with a unanimous vote... he made the request for a takeout increase request as provided for in the law... and the the CHRB rubber stamped it today with a sunset clause the Wed after this coming labor day. There was only one vote in our favor... Brackpool.

Hi Jeff Sorry to hear about your trip to the meeting...I'm thinking that Cal has seen the last of my money...esp if
T-bred tracks think it is good business to raise takeout..Appreciate the efforts you put forth in behalf of all of us..
You can only butt your head against a
brick wall so long...time to look at other points of attack..

I would like to know why neither California based racing networks have made any mention of this on their broadcast. The networks are supposed to be a forum of sorts for all the people involved in the game and to attract new players to the sport. You would think there would be some mention to bring up constructive dialog about this very important decision.

It goes to ownership of the networks.

If I'm not mistaken HRTV is now owned by CDI/Twinspires who would like nothing better than there to be as little publicity about the takeout increase as possible.

As far as TVG is concerned, under CA state law, they get to retain 6.5% of all CA based handle as operating revenue and have to fork over everything above and beyond that to the CA tracks as a source market fee. TVG gets to keep a much higher percentage of non CA resident handle though...

For example, if a NY resident wagers $100 in a Los Al win pool where the new takeout is now 18% vs the old 16% -- TVG's share starts out with $18.00 of revenue instead of $16.00 from which they have to pay out expenses.

So obviously TVG is hoping handle stays the same (it won't) but if it somehow does their bottom line goes up. From TVG's point of view the less said about takeout increases the better.

It's really a shame how short sighted the industry has become. It's far worse right now than most of you realize.

The racing industry is doing it's own version of a scorched earth campaign... They are targeting one customer at a time and one track signal at a time.

So many differernt entities doing their best to implode on so many different fronts... Incredible.

The following was written for me by a player who is both a JCapper customer and a HANA supporter. I agree 100% with every word:

An Open Letter to Los Alamitos Horseplayers

Last week HANA Pres Jeff Platt spoke at a CHRB meeting in opposition to a proposed 2% takeout increase at Los Alamitos. The CHRB Board, despite the evidence presented that an increase in takeout rates would have a negative impact on handle and revenues, decided to institute the raise. They also included a review process, where by the CHRB would from time to time review Los Alamitos handle numbers between now and Sept 8th, 2010, in order to monitor the effect of this takeout increase on handle.

If the handle numbers come back weak, and show that horseplayers are reacting negatively to this takeout increase, there is a high likelihood it will be rescinded. If the handle numbers come back unchanged, there is a high likelihood the takeout increase will be made permanent. It is also likely, in our opinion, that if Los Alamitos handle is strong, that other California tracks will follow suit with takeout raises of their own. We know this would have a very negative effect on you, as a horseplayer, and in return on California Racing as a whole.

You, as a Los Alamitos bettor, have a very big say in all of this. Each dollar bet at Los Alamitos is a vote for making the takeout increase permanent, and a vote towards seeing higher takeouts across California. Each dollar withheld from Los Alamitos is a vote towards rescinding this takeout increase, and discrediting the notion that racing's revenue problems can be solved by simply raising the price of an already overpriced product. You are in the enviable position to have a direct and measurable impact on the future of California racing, and to make a statement on behalf of horseplayers everywhere.

We ask you to consider these facts, and we trust that your actions and decisions will help to bring about a better and brighter future for this game.

Please pass this message on to fellow horseplayers everywhere.
