The other part is that they are offering a 2% "reward" which I assume means rebate from now until April 30th on their tracks SAX, GPX, LRL, LSX, PIM, PMX, and RPX.
Their website doesn't say anything about it so they must only be sending this to prior customers. I don't think I'll do it since I've heard their financial viability is in question.
Jeff, do you think there is risk of loss by sending these folks any dough? Would you do it since they have all non-PTC tracks?
If nothing else, it seems like the subject of rebates is not quite as taboo as before since California announced that they are ready to accept that rebates are part of the game.

For me that would be a combination of highest rebate along with perceived stability. I said perceived stability because we can never really know with complete certainty what is taking place behind the scenes with any single corporate entity or adw.
Is account money safe with ExpressBet? At present I tend to think so - although there's no way I can guarantee that.
My recommendation with ANY adw would be to only keep enough money on deposit there to facilitate play for the next (insert duration of time period here) X days. With ACH it's pretty easy to move money back and forth. So why take the chance of getting burned by keeping a large bankroll there?
Is ExpressBet the best deal? Two precent is on the low end of the rebate spectrum. Many tracks (especially if you are willing to step up your volume) offer better rates. HAW just announced a 4 pct schedule as part of their player rewards system. I've been told that Philly Phone Bet offers rebates. So does BetAmerica. It looks like CA tracks will be doing the same in the very near future. And of course there's PTC... and for those living north of the border: I think it might be VERY much worth your while to check out exchange betting on BetFair.
My advice? Shop around and find the best deal.

If you are going to play track X play it where you can find the best deal. And yes, sometimes the best deal IS offshore. The industry needs to get its act together so that they compete with offshores rather than driving business to them.
