Keys to getting a good Install under Windows 10 or Windows 11:
You are going to need true Admin Rights before doing a JCapper Install.
Otherwise the needed dlls and .ocx files won't actually register (even though Windows gives you 'registration successful' messages.)
Be aware the default for almost all Windows 11 machines is they ship with the Admin User Account hidden/disabled.
You will need to enable the hidden Win10 or Win11 Admin User Account, and then log into your computer as an Administrator.

You may also need to go into your installed firewall/antivirus program(s) and set up everything JCapper as Trusted: the JCapper.com site, c:\JCapperBuild folder, c:\JCapper folder, as well as the JCapper program download package file itself (after you download it.)
Or alternately, temporarily turn your firewall/antivirus program(s) off before doing the download/install. And turn your firewall/antivirus program(s) back on afterwards.
While you are logged into Windows as an Administrator you will have true Admin Rights.
From there, provided a firewall/antivirus program isn't getting in the way:
Your JCapper Install should go seamlessly.
